Miller speaks to a group of African American trainees at naval Station Great Lakes, the Navy's largest training center located in Lake County, Illinois. Shortly after Pearl Harbor, the navy asked Miller to serve as a recruiter. In 1941 fewer than four thousand African Americans were serving in the military, and only twelve African Americans had become officers.
