Bahá’ís elect members of their faith at the local, regional, national, and international levels to oversee the Bahá’í community worldwide. The members of these councils have no individual authority, but act as a body when deciding community matters.At the state level, districts are developed based on population. Local spiritual assemblies, formed after a city or community has at least nine members, operate at the local level. In Texas, larger city centers, including Dallas, Austin, and Houston, operate as districts, bringing together local Bahá’ís. Waco is currently part of a district uniting smaller communities in Central Texas and the surrounding areas, including Hillsboro, Temple, Belton, Cleburne, Gatesville, Comanche, Weatherford, and Euless. In 1994, Waco’s district, which at the time included El Paso, met in Waco for their annual convention. This was the last time Waco has hosted a district convention, though they have continually been involved with planning these events.
