When white politicians made no attempt to appeal to Waco’s black voters, Griffin and the Reverend M. L. Cooper entered a municipal election as write-in candidates. When they garnered a significant enough minority of the votes to change outcome of the election, politicians were forced to acknowledge their black constituents.
