Often resistant to federal funding, Texans debated urban renewal assistance in the state. Though, once a district court in Lubbock upheld the constitutionality of Texas Urban Renewal Law in 1958, cities moved forward, with local officials stating they were prepared to “attack their blighted areas.” Waco officials began this process in partnership with Baylor University.
