While many urban renewal projects involved clearance, some projects rehabilitated homes and allowed families to remain in their neighborhoods. According to the Waco Urban Renewal Agency, the process for rehabilitation included a new roof, new electrical wiring, new plumbing, new paint, and additional improvements inside and outside of the house.
