Gilbert recounts the process by which the Waco ISD School Board delegated the redistricting of the schools in 1971 to a citizens’ committee. Blacks were underrepresented in the group, but the committee drew up plans that had community support. In Gilbert’s eyes, the lack of consideration the school board gave the committee and its efforts denoted an unwillingness to use geography as a means to ensure racial integration and parity within schools.
