C. Cullen Smith stands in front of the Freedom Fountain, which sits between the Waco Convention Center and City Hall—remaining in the same location since its construction in 1973. Waco City Council also decided to refer to the large paved, landscaped area surrounding the fountain as Freedom Plaza, and the Waco Urban Renewal Agency funded the plaza’s construction.
